- Started the SMP audit. Some locking added. Also, comments added where no locking is needed.
- Turned off CONFIG_UML_NET_PCAP in defconfig since it will break the build for anyone who doesn't have libpcap installed.
- forward_ipi is now under CONFIG_SMP so it no longer runs under UP.
