Backported a number of fixes and cleanups from 2.5.

The timer interrupts is treated the same as any other. The magic
flags that controlled whether the IRQ was safe to call are gone.

Fixed a bunch of bugs that caused crashes when UML was brought down
with a signal.

Undid the frame.c cleanup and added a comment explaining why the
separate rule is needed.
